Kid Uub can´t be Uub costume because they don´t have same attacks (Kid Uub didn´t know Kamehame wave when he fight against Goku) and Kid Uub can´t transform to Majuub.

Well, my list (even though it's pointless seen the game is fairly 80% complete) has the minimum characters for each story. * I should tell you I haven't seen much of the GT series and the episodes I've seen, i don't know the characters' names except for Baby, Rilldo (something like that), Super 17, and the Dragons (the only dragon I know the name is Syn Shenron due to the games)

+ marks those who are already in despite suggested modifications
DB:

+Kid Goku - his the main character (with Ozaru Punch as Ultimate)
+Roshi - with the Evil Containment Wave as Ultimate (like Majin Vegeta's Suicide Explosive Wave) counting that there will be more than just 2 Blast2
Kid Krillin - and for this one I'm praying he'll be in BT3
+Pilaf Machine w/ transformation - important enemy storywise
+Tao pai pai - important enemy
Cyborg Tao pai pai - he fights against Tien and shows up from time to time in DBZ
Black - final enemy of the Red Ribbon Saga
Teen Tien - his way too different from Z Tien (four arms thing and his ultimate isn't the one he uses on Cell)
+Piccolo Daimao - he's already in and that's great cause he's a Very Important Character
Chi chi - it would be nice to have her in the game
Teen Goku - according to the translation in the site and jap wikipedia he's already in despite the Kami symbol on his back
Teen Piccolo - considering he's only 3 years old when he fights he sould be called kid but anyway, like tien his powers differ very much from those of Z Piccolo
+Grandpa Gohan - he fights him at the Baba little tournament test

DBZ:

I think all characters needed are already in the game or on it's way with T3 so no need..

DBGT:

GT Goku - both Adult and kid w/ and without tail should be costumes (already 4 here)
GT Vegeta
GT Trunks
GT Goten - all these three are musts in GT series because they're really different from the Z series, specially Goten [hoping he'll have hies late DBZ outfits (kame gi and training clothes)]
GT Gohan - this could be a different outfit of Gohan but some people say he's different in GT
Nova Shenron
Eis Shenron - these two are really important. it would be nice to have all dragons but most of them are useless
Syn Shenron - going on to Omega Shenron

There should be an option to choose whether they're dead (halo) or alive (no halo).

I think you people miss a huge detail of the Tenkaichi series. It's a Dragon Ball Z game. Everything outside of the DBZ series such as DB/GT characters a recompletely optional and a special bonus. Removing most of the Ginyu's and keeping Nail(?!). I give your list a thumbs down, especially because of characters you added such as Luud, Chichi, etc. No offense, but Spike has a better idea of who the right characters are.

Pan turned into a doll and then Luud sucked the energy of her and the other people who turned into dolls. Then Pan and others were inside Luud and they figured out his weakness. His weakness was 2 hits in the middle of his stomach. One hit from the inside and one on the outside. Pan and Goku had to figure out how to hit the exact same place at the exact same time. "3...2...1" didn't work so Goku said "Let's try food. I work better with it" or something like that. Then they said "Chicken...Beef....Pork" and then they hit the middle at the same time and Luud exploded.

EDIT: He's huge and can step on the opponent. Kamehameha doesn't hurt him. He pushes his hand out and smashes the wall. Goku and Trunks both had to go SSJ to break free from getting crushed by his leg. He can shoot eye beams. Trunks: "Did you notice his attacks are like child's toys but powerful." Goku: "Yeah. He has amazing power but he doesn't know how to use it to his advantage." Luud has another attack where he spins both of his arms rapidly and they create a whirlwind which blows the opponent away. For the game, there can be an attack or a transformation where it shows Dr.Myuu turn the opponent into a doll and then Luud sucks up all the opponent's energy and then eats their soul. Or it can just show Dr.Myuu turn Pan into a doll and then Luud sucks up all of Pan's energy and then eats her soul and if Pan is facing Luud in the game, it can show Dr.Myuu turning Dolltaki into a doll and then so on. Then he transforms into his Ultimate Red form.

Personally (and this is no offense to you Uncomfortable, at least, I can say that it's not my attention to offend) that thing about the Tenkaichi game being DBZ is kinda sorta just maybe....a huge load of bull. They only say DBZ becuz it was bigger and longer than DB or GT. Would you rather them put DragonBall Universe Budokai Tenkaichi 3, or how about DB/DBZ/DBGT Budokai Tenkaichi 3. It just doesn't roll off the tongue like DragonBall z Budokai Tenkaichi 3 or DBZ BT3. Another reason why they might say DBZ is becuz it was the middle child basically and you might as well just go with the series that came after the first and before the third.

It's like if Naruto was the DB universe. Most likely, Shippuden would be the main thing said to generalize the whole Naruto universe rather than Naruto/Naruto Shippuden/Naruto "Insert Random Name". DBZ is what generalizes the who universe, not just DBZ only so like I said, it's kinda sorta a whole load of horse crap. Note, I'm not flaming, I don't intend to offend, I'm just saying. I'll even edit it if someone does think I'm flaming if it'll make anybody feel better....
